Parents are their children’s first “teachers.” Fostering a mutual respect between school systems and parent communities builds the foundation for future student success. • Establish the belief that ALL students can be high achievers 
• All forms of instructional practice are “resources,” including individualized instruction 
• The provision of a “continuum of services” supports students with special needs, students within general education and students with advanced abilities
