Here's how to make it:

  1. In a saucepot, combine the cornstarch and cocoa powder. Whisk in the half and half. Cook over medium-low heat, stirring until it thickens, about 8 minutes.
  2. Turn the heat off. Add the chocolate hazelnut spread, butter and vanilla. Stir well. Cover with plastic wrap and refrigerate until chilled, about 2 hours. 
  3. Serve with whipped cream and chopped hazelnuts, if desired.
